Joint civil society statement on Greece’s pandemic recovery plan

On March 23rd 2021, 70 civil society organisations sent an open letter to the Deputy Minister of Finance, Mr. Skylakakis, expressing our concern about the lack of transparency and limited opportunities to participate in the drafting of the National Recovery and Resilience Plan. The letter was also copied to the Prime Minister, the Minister of Finance, and the European Commission Recovery and Resilience Task Force (RECOVER). So far, the government has not responded.

Greece’s cabinet approved the National Recovery and Resilience Plan on 29th March and the government announced  it on 31st March.  They are expected to submit it to the Greek Parliament within the week. Publicising the document just a few days before submitting it to the European Union for approval, leaves no time for either Greek MPs or civil society to give meaningful feedback on the plan’s content and strategic directions.

In a recent statement, Prime Minister Kyriakos Mitsotakis said that the National Recovery Plan concerns all Greek citizens. The signatory organisations strongly believe that the only way to achieve public support for the plan, and for citizens to truly benefit from its implementation, would be to meaningfully engage the public in its design and implementation. Without inclusive participation, the recovery plan is very likely to overlook many of our fellow citizens and critical issues that need support in order to recover from the present crisis and mitigate future ones.

The government’s greatest responsibility going forward, in addition to the proper allocation of available resources to social justice and environmental protection measures, is to ensure that civil society has the chance to participate meaningfully in carrying out the plan’s directives as well as any other activities related to the recovery. Transparency and accountability are also paramount to successfully implementing the plan. In this spirit, we ask the government to immediately explain what it will do to invite the active participation of civil society and ensure parliamentary control and transparency throughout the process. 

The open letter sent on March 23, 2021 originally co-signed by 70 organisations that come from a variety of fields  (13 more have since added their signatures for a current total of 83) expresses the anxiety felt by a broad swath of civil society organisations about the country’s post-pandemic course. It also emphasises their desire to help design a national recovery plan that truly meets peoples’ needs and paves the way for a sustainable and socially just future. This is a unique opportunity to invest resources for a better tomorrow and it must not be wasted.

Κοινή ανακοίνωση 56 οργανώσεων σχετικά με το Εθνικό Σχέδιο Ανάκαμψης

Στις 23 Μαρτίου 2021, 70 οργανώσεις της κοινωνίας των πολιτών αποστείλαμε ανοιχτή επιστολή στον Αναπληρωτή Υπουργό Οικονομικών, κύριο Σκυλακάκη, για την έλλειψη συμμετοχής και διαφάνειας κατά τη σύνταξη του Εθνικού Σχεδίου Ανάκαμψης και Ανθεκτικότητας, χωρίς να έχουμε λάβει μέχρι στιγμής καμία σχετική απάντηση από την πλευρά της κυβέρνησης. Η επιστολή κοινοποιήθηκε επίσης στον πρωθυπουργό, τον Υπουργό Οικονομικών και την ειδική ομάδα της Ευρωπαϊκής Επιτροπής για την ανάκαμψη και την ανθεκτικότητα (RECOVER).

Το Εθνικό Σχέδιο Ανάκαμψης εγκρίθηκε από το Υπουργικό Συμβούλιο στις 29 Μαρτίου 2021 και παρουσιάστηκε από την κυβέρνηση στις 31 Μαρτίου, ενώ αναμένεται η κατάθεσή του στο Ελληνικό Κοινοβούλιο εντός της εβδομάδας. Η παρουσίαση και δημοσιοποίηση του κειμένου του Σχεδίου λίγες μόλις μέρες πριν κατατεθεί προς έγκριση στην Ευρωπαϊκή Ένωση, δεν αφήνει περιθώριο ούτε στους Έλληνες βουλευτές ούτε στην κοινωνία των πολιτών να τοποθετηθούν επί της ουσίας ως προς το περιεχόμενο και τις στρατηγικές του κατευθύνσεις.

Σε πρόσφατη τοποθέτησή του, ο πρωθυπουργός Κυριάκος Μητσοτάκης ανέφερε ότι οι δράσεις του σχεδίου αφορούν όλους τους πολίτες της χώρας. Οι υπογράφουσες οργανώσεις επιμένουμε ότι η υποστήριξη του σχεδίου από τους πολίτες και το μέγιστο όφελος από τις δράσεις του, θα διασφαλιστούν μόνο από την ουσιαστική συμμετοχή των πολιτών στη διαμόρφωση και υλοποίησή του. Χωρίς αυτές, το Εθνικό Σχέδιο Ανάκαμψης είναι πολύ πιθανό να αφήσει εκτός των προβλέψεών του μεγάλο μέρος των συμπολιτών μας και να παραβλέψει σημαντικούς τομείς που χρήζουν υποστήριξης, προκειμένου να ανακάμψουμε από την παρούσα και να θωρακιστούμε από μελλοντικές κρίσεις.

Η μεγάλη ευθύνη της κυβέρνησης επομένως από εδώ και πέρα είναι, εκτός από τη σωστή αξιοποίηση των πόρων προς την κατεύθυνση της κοινωνικής δικαιοσύνης και της προστασίας του περιβάλλοντος, η διασφάλιση της ενεργής και έγκαιρης συμμετοχής της κοινωνίας των πολιτών κατά την εφαρμογή των δράσεων του σχεδίου, αλλά και κάθε άλλης δράσης σχετικής με την ανάκαμψη. Επιπλέον, είναι απαραίτητη η διαφάνεια και λογοδοσία κατά την εφαρμογή των δράσεων του Σχεδίου. Προς αυτή την κατεύθυνση ζητάμε από την κυβέρνηση να ανακοινώσει άμεσα με ποιους τρόπους θα διασφαλίσει τόσο την ενεργή συμμετοχή της κοινωνίας των πολιτών, όσο και τον κοινοβουλευτικό έλεγχο και τη διαφάνεια κατά την εφαρμογή των δράσεων του Εθνικού Σχεδίου Ανάκαμψης.

Η συνυπογραφή της επιστολής της 23ης Μαρτίου 2021 από 70 οργανώσεις (στις οποίες έχουν προστεθεί άλλες 13, σύνολο δηλαδή 83) με διαφορετικό αντικείμενο ενασχόλησης, τονίζει την αγωνία μεγάλης μερίδας της κοινωνίας των πολιτών σχετικά με την πορεία που θα ακολουθήσει η χώρα μετά την πανδημία, και ταυτόχρονα το ενδιαφέρον της για τη διαμόρφωση ενός εθνικού σχεδίου ανάκαμψης που θα ανταποκρίνεται στις πραγματικές ανάγκες για ένα βιώσιμο και κοινωνικά δίκαιο μέλλον. Η ευκαιρία για την αξιοποίηση των πόρων για να δημιουργήσουμε ένα καλύτερο αύριο είναι μοναδική και δεν πρέπει να πάει χαμένη.

The Alliance Working Group has developed project proposals in support of a pandemic recovery that is truly “Green and Just.” Currently, we are refining our ideas and assessing their feasibility. Next steps:

  • Select the best proposals and implement them in collaboration with outside experts, scholars, beneficiaries, government authorities, etc.
  • Map Greek civil society (including NGOs, universities, grassroots groups, and communities directly impacted by the issues) to identify synergies and develop new fruitful partnerships.
  • Hold officials accountable for properly implementing the Greek National Recovery Plan.
